The American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER III) Fund was authorized to provide funding to support the nation's schools in safely reopening. The relief funds also aim to sustain safe school operations while meeting the academic, social, emotional and mental health needs of students resulting from the COVID-19 pandemic.
States must submit a plan describing how they will meet this intent. In the development of the ESSER III state plan, the Department must consult with stakeholders and provide an opportunity for public input. The state must consider stakeholder and public input as the plan is drafted. Identified stakeholder groups include students, families, civil rights organizations including disability rights organizations, school administrators, superintendents, and educators and their unions.
