Dear Parent(s) or Guardian(s):
It is the Hawaii State Department of Education’s (Department) goal to ensure equity, empowerment, and excellence in education for all students. Thus, we acknowledge our students’ voice as they are stakeholders in our efforts to enhance teacher practice and improve the overall school climate. Your child’s perspective is highly valued. We thank you for being our partners as we work together to educate our students this school year.
To learn more about student experiences, all students in grades 3-12 will be invited to participate in two different surveys.
- Panorama Student Social Emotional Learning (SEL) Survey
- Panorama Student Perception Survey (SPS)
Panorama SEL Survey
The Panorama Student SEL Survey will be administered at two points this school year. Your child will be asked to reflect on their own social-emotional learning skills, like self-awareness, growth mindset, and grit. More information about the SEL survey is available for review on the Department’s website at https://tinyurl.com/HawaiiSEL.
To maintain confidentiality, online survey responses are transmitted directly to the same survey company for processing. Individual responses will be reported to the school, where principals, counselors, and teachers will use the results to provide support in the development of students’ social-emotional learning skills. Summarized student-response data are reported to the Department’s state and complex area leadership teams, unless otherwise requested.
Panorama Student Perception Survey
Administered once a year, your child will be asked to complete the Panorama Student Perception Survey and respond to topics related to their classroom and whole school experiences. Survey results will help teachers reflect on their classroom practices.

Individual student answers are confidential and will not be tracked. To maintain confidentiality, online survey responses are transmitted directly to the same survey company for processing. Summarized student-response data are reported to the Department’s state and complex area leadership teams, principals, and teachers to help improve educational practices. Individual responses are not reported.
Both surveys are voluntary; however, your child’s views are important to ensure a quality educational system. If your child does not feel they have enough information to answer a question, they may skip the item altogether. Each survey should not take more than 20-30 minutes to complete. We ask for your assistance in encouraging your child to participate and respond honestly to the survey questions.
To request that your child be exempted from completing the surveys, please either:
Complete and submit the electronic version of the Student Declination form linked here: Student Survey Declination Form (https://tinyurl.com/HHSoptout26 ) or Print out the linked Student Declination Form, complete and return to the school.
Check the “My child WILL NOT participate in the Panorama Student SEL Survey” and/or the “My child WILL NOT participate in the Panorama Student Perception Survey” box, fill in the requested information, sign the form, and submit the form to your child’s school. Forms must be submitted to the school by the date listed on the attached Student Survey Declination Form - Friday, September 18, 2026.
If you do not request that your child be exempt from taking these surveys, you do not need to complete the form.
We thank you for your cooperation and support. Should you have any questions about the SEL Survey, please call the Department’s Student Services Branch, Student Support Section at (808) 305-9810. For questions about the Student Perception Survey, please call the Department’s Assessment and Accountability Branch, Accountability Section at (808) 307-3650.
Sincerely,
